while any question is a good question, it seems to me that the engineering profession to a good part is run by people that are entirely un-qualified to be inside an engineering office.  Most people lately are not even able to formulate a question.  Is that because employers have hired un-qualified people to do a job they have no way of being able to accomplish ?

Or do we have foreigners asking questions they are not able to express in the english language ?
