Yes, I think a problem like this may well be done iterativly--trial and error.  Try a cetain size rod.  If it doesn't work, try a larger one.  While a strictly analytical solution may be possible, it is not always best.

Use the following equation to determine success:
T=E+1
where
T=# of trials
E=# of errors
