Basic dimensions are used to dimension the part.  They express the ideal condition of the part, as if it were perfectly made.

No tolerance is applied to a basic dimension.  Tolerances are applied to specific features with GDT control frames.  Thus, it is possible for a single dimension to show position of multiple holes, and each hole can have its own tolerance, as indicated by a GDT control.
