I'll accept that if the ramp is sufficiently large and the balls are sufficiently small then it is possible to get a steel ball to go further than a steel core ball.

However, the radius of gyration of the steel core ball will be aproximately 3/4 of the radius of gyration of the homogeneous balls and will leave the ramp approx 7% faster (neglecting friction and drag).
