Sjoerdtje: Then it seems that your problem is burearacratic, not technical. ANSYS is the most likely way for you to get a good answer (or some other FEA program). Then you just have to cobble up some sort of calculations that look like they show something (clearly, they cannot show what is really going on, because that is beyond the realm of hand calculations) that will be acceptable to the government inspectors. Make the FEA calculations so that you can be sure that it is safe, and then make whatever looks good for the government. -- Sam
