Heat treatement of 4140 Alloy steel to 45 Rockwell "C" (Rc)
Is the requirement of high hardness for strength or for surface hardness? If the issue is surface hardness and not strength, then perhaps you could consider carburizing or nitriding the part after HT. Otherwise, I'd say Gearloose nailed it.
