That is odd, and your confusion is understandable.  Where you able to do a hardness test on the samples?  That would let you see if it matches the expected results from the tempering, or if it is in line with the tensile results.  It would also be useful to note whether the fractures were ductile or brittle, to see if any embrittlement phenomenon occured.
