Engineering Notebooks
No spiral bound.  Has to be permanently bound  and pages sequentially numbered.  Each page has to be filled out completely. Any blank space must be crossed out to prevent any entries later.  Each page (yes each page) has to be signed by originator and someone else (say supervisor).

Any diagrams, spread sheets can be pasted on; but across the border of the pasted-on sheet and the underlying page, you need to sign across both so that it will be an original manuscript.

A source for this is a company called Scientific Bindery Productions, in Chicago 312-939-3449.  Also Laboratory Notebooks in Holyoake, MA.  Phone 413-532-6287.  We are not endorsing any supplier, merely helping you out by providing some sources.
