Good question.  

My opinion, for whatever it's worth, is that it depends upon how far you want to go. If you know you're stopping after the Bachelor's (or equivalent), then go to the best school you can attend.  If you're going to go on for a Master's, then the first school only matters in that it is (a) accredited and (b) will support your getting into the best school you can for a Master's degree.  

One caveat--for an advanced degree(s), 'best school' is a combination of academic ranking, and faculty studying whatever it is in which you are going to specialize (as in thesis).
